Often referred to as meggers or megohmeters, resistance testers are electronic instruments that are able to measure insulation resistance. While their purpose is simple, the way resistance testers operate and are used is not. You may not necessarily need a degree but you definitely need to take safety precautions when checking if a cable is properly insulated or not.
